LAHAINA, Hawaii — Gov. Josh Green’s efforts to stop predatory real estate prospectors from taking advantage of the Lahaina fires may stop short of a moratorium on new land sales in Lahaina.

Green earlier signed an emergency proclamation making it illegal to make an unsolicited offer to purchase property in three West Maui zip codes.
In an interview with The Associated Press, Green conceded that a blanket ban, an idea his administration had earlier floated as a possibility, “may not be doable.”
