The Department of Research and Development is accepting applications now through September 15 for a Climate Action Outreach Coordinator! This position will help coordinate community driven climate action and mitigation strategies with the State Climate Change Mitigation and Adaptation Commission as part of the EPA’s Climate Pollution Reduction Grant. Community driven projects that qualify as mitigation strategies will be included in development of the Priority and Comprehensive Climate Action Plans, which will qualify identified projects for an additional $5billion in competitive grants.

Climate Action Outreach Coordinator Position Summary

The Climate Action Outreach Coordinator will craft and implement a climate action engagement campaign across Hawaiʻi Island, in coordination with the State Climate Mitigation and  Adaptation Mitigation Commission, to support equitable community engagement for the development of the statewide Priority Climate Action Plan and Comprehensive Climate Action Plan. This campaign will include identifying community-based projects, with an emphasis on those that focus on equity and environmental justice; identifying community-level climate concerns and priority community assets; and relaying information to relevant agencies for participation in the EPAʻs Climate Pollution Reduction Grant planning process. The position will develop and implement strategies to engage low- and middle-income and historically marginalized communities in the planning process and will design outreach to prioritize engagement of those communities. This is a two year grant-funded contract position with the opportunity for extension.

Salary Range: $70,000 annually (pending experience)

Member Activities

  • Coordinate closely with Statewide agencies to develop a framework for community-based climate action planning and align engagement activities and outcomes with development of the Priority Climate Action Plan and Comprehensive Climate Action Plan.
  • Identify community-based projects and opportunities related to climate action, emissions mitigation, and integrating the projects and opportunities into the Priority Climate Action Plan and Comprehensive Climate Action Plan.
  • Conduct community engagement with a specific focus on equity, to include developing events, outreach, and project identification in ways that effectively reach underrepresented
  • Develop and implement planning strategies for communication and public relations, including the development of materials for intended audiences using a variety of media platforms, public relations products and other communication mediums.
  • Develop and implement a community of practice to engage government and community stakeholders.
  • Coordinate and manage resources to host or participate in community events and other engagement opportunities to seek public input from various communities on climate action and project identification in a place-based manner.
  • Identify resources to support the communities of practice and cross-sector collaboration.
  • Participate in the development of an island wide greenhouse gas inventory and risk and vulnerability assessment framework for communities with the State Climate Change Mitigation and Adaptation Commission.
  • Collaborate and build upon industry networks across Statewide working group areas to include Hawaii Island community and industry partners in PCAP and CCAP development

 

Member Qualifications:

  • Understanding of community, government and public relations;
  • Ability to analyze public opinion and consider ramifications of policies;
  • Ability to host and coordinate public events;
  • Must demonstrate a clear understanding of government operations and processes;
  • Experience with community outreach and engagement on Hawaiʻi Island;
  • Demonstrated knowledge of indigenous culture and other cultures of Hawaii County including its history, geology, and ecology; and
  • Knowledge of and experience with managing social media applications, twitter, RSS feeds.

 

Preferred Skills and Experience:

  • 10 years of experience in place-based work on the Island of Hawaiʻi;
  • 5 years of experience in conducting community outreach, planning, visual communication, presentations, media and special events;
  • Demonstrated effective written communication skills;
  • Technical knowledge of climate change and its impact on economic industries and social systems;
  • Success conducting place-based engagement tailored to individual communities;
  • Current understanding of Hawaiʻi Island communities, socio-economic demographics, and the variety of issues they face;
  • Ability to work well with others and independently; and
  • Ethical
