COVID-19 Did Hawaii Beat the Virus? May 6, 2022 0 At great cost, isolation from the world delayed the spread until vaccines and treatments were available. Through the first 18 months of the pandemic, Hawaii had two-fifths the cases per person and one-fourth the Covid-19 death rate of the country as a whole. My recent study with Phil Kerpen and Stephen Moore ranked the state No. 1 in pandemic health, with Vermont a distant second. But Hawaii also ranked last on the economic score, even after adjusting for the heavy reliance of its economy on tourism.
