2-16-23 (Update) Man Charged for Terroristic Threatening in Waimea

Hawai‘i Island police have charged a 55-year-old Waimea man for terroristic threatening after an incident yesterday in Waimea that resulted in an area school going into lockdown.

Police received a report at 12:09 p.m. on Wednesday, February 15, 2023, of a man at a Waimea shopping center hitting a car with a hand tool, possibly a hatchet. Upon arrival roughly six minutes later, officers learned the man, later identified as Randy Lloyd, had fled the area on foot. Police checked Lloyd’s residence on Kaomoloa Place, however, were unable to locate him.

At 1:30 p.m., the suspect’s girlfriend reported that he was at the home and was smashing her car with an axe. Upon arriving at the residence, police determined the man had again fled the area on foot. Officers initiated an extensive search of the adjacent areas on foot and by vehicle.

After Waimea Elementary School officials were informed of the search, the school went into lockdown at 1:51 p.m. out of an abundance of caution.

Around 2:24 p.m., South Kohala patrol officers, assisted by Area II Vice officers, arrested Lloyd for terroristic threatening. Additional officers assisted in making sure the school campus was clear, and the school lifted the lockdown at 2:28 p.m. after learning the suspect was in custody.

Later that same day, after conferring with the County Prosecutors Office, police charged Lloyd with one count of first-degree terroristic threatening. His bail was set at $10,000 and he remains in police custody at the Kona Cellblock awaiting his initial court appearance on Thursday, February 16.
