HONOLULU — The state Senate passed on third reading Thursday a House measure that would throw state support behind local independent film and television productions.

House Bill 1373 House Draft 2 Senate Draft 2 would require the Department of Business, Economic Development and Tourism to administer a Workplace Development Incentive Program that incentivizes local productions
The bill would also establish a new film studio tax credit, increase the tax credit cap from $50 million to $75 million in 2024 and close a loophole that allows credits exceeding the cap to be claimed the following year
The measure passed third reading on a vote of 21-1, with Sen. Carol Fukunaga dissenting
The measure received broad support from local film industry professionals, unions and production companies, including SAG-AFTRA, Teamsters Local 996, Island Film Group, Hawaii Media Inc., IATSE Local 665
