Green praises productive legislative session

HONOLULU — With less than a week left in the 2023 legislative session, Gov. Josh Green is already celebrating what he is calling “one of the most active periods for government in recent memory.”

    • House Bill 300 Conference Draft 1, which calls for general fund appropriations of $11.3 billion and $10.4 billion over the next two fiscal years, as well as Capital Improvement Project allocations of $2.9 billion and $1.3 billion in fiscal years 2024 and 2025, respectively
    • Green noted that the legislature approved about half of his ambitious Green Affordability Plan this session, including “generational” tax reform to help so-called Asset Limited, Income Constrained, Employed, or ALICE, families
    • As further evidence of his administration and the legislature working together, Green noted the authorization of $50 million in grants-in-aid that had been neglected in 2022 and the release of more than $300 million in capital funding for projects statewide
  • The governor failed in his bid to refocus the way the state manages the tourism industry when House Bill 1375 died in conference committee last week

“In just under five months we are already initiating major directional changes for Hawaii,” said the veteran legislator-turned-governor as his nascent administration prepares to receive hundreds of measures that make it through final floor votes this week.
